The player agent gets the final say. Since you have Cousin's bird rights, you could offer him ANY amount of money since there is no max contract (the PA will work with you to lower or raise that number to a reasonable level if needed.)

There is no guarantee DC will be a king as other factors come into play when a PA decides where a player will sign (team's current situation, current assembled talent, etc)
